Luffy is the protagonist of the anime/manga series One Piece and the love interest of the pirate Empress Boa Hancock.
Since the beginning of One Piece, Luffy didn't show any interest in any women. He even acted like he didn't care at all to Boa Hancock who blatantly show interest to him.
It will be Boa Hancock. It is kind of natural inclination for fans of all manga and anime to pair protagonist with main female lead and it is also logical; there are hundreds and thousands of clues available to support that cause.

Whenever Boa Hancock was shown on-screen, fans were awestruck and went crazy for her charms. As a result, Boa is considered the most beautiful woman in the One Piece universe.

As far as things stand, Zoro is not concerned with marriage and will not marry, although he might end up with someone later. As for Kozuki Hiyori, she is quite close to Zoro, and the two became close friends in Wano, but it doesn't seem like they'll end up marrying.

1 Nami Was Sanji's First Love

In Thriller Bark, Nami is kidnapped by the zombie Absalom, who tries to force her to marry him. The crew's cook Sanji tries to rescue her, but Absalom incapacitates him and attempts to complete the wedding.
In that aspect, Nami doesn't end up with anyone as far as we know, and as it seems now – Nami won't be ending up with anyone in the future (if Oda opts for a timeskip-epilogue ending, then we might see Nami married to someone, but unless that happens, we doubt that she will end up with anyone).
Show Nami the Blue Feather like any other gift, triggering the Proposal cutscene. Alternatively, if players complete Nami's final Heart Event, they can ask her to move in with them, which has the same result as gifting the feather. The Marriage Cutscene will occur after players sleep on the last day of Winter.
