Some people are confused about that. The Bible makes it clear that the Holy Spirit does not indwell the unbeliever, for the Spirit comes only to those who acknowledge Jesus Christ as Lord.
[17] Even the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you.
In other words, every Christian, by definition, has the Holy Spirit. If you want to be re-baptized out of obedience to Christ, that is one thing. But, if you are already a Christian, then there is no need for you to be baptized again in order to receive the Holy Spirit – you already have the Spirit!
“Do not be bound together with unbelievers,” says Paul in 2 Corinthians 6:14, “for what partnership have righteousness and lawlessness, or what fellowship has light with darkness?” Believers can and should relate to unbelievers' situations, but we must never emulate their lifestyles of separation from God.
The unpardonable sin is blasphemy against the Holy Spirit. Blasphemy includes ridicule and attributing the works of the Holy Spirit to the devil.
Rev. Graham: Only one sin that can't be forgiven is on God's list — and that is the sin of rejecting Him and refusing His offer of forgiveness and new life in Jesus Christ. This alone is the unforgivable sin, because it means we are saying that the Holy Spirit's witness about Jesus is a lie (see Luke 12:10).
In Mark 3:29 Jesus says that “whoever blasphemes against the Holy Spirit will never be forgiven; they are guilty of an eternal sin.” Matthew's account adds that even blasphemy against the Son of Man will be forgiven, but not blasphemy against the Holy Spirit (Matthew 12:31–32).

The Lord says, “Get away from unbelievers. Separate yourselves from them. Have nothing to do with anything unclean. Then I will welcome you.”
Obviously, a sinner cannot exercise or operate with this currency called faith, except for salvation. A sinner does not have faith to exercise before God because he is a stranger to the 'commonwealth of God. ' He is hopeless and destitute of the truth of God's Word, until he turns to Christ in repentance.
While Jesus told Nicodemus, “Amen, Amen, I say to you, no one can enter the kingdom of God without being born of water and Spirit” (John 3:5), he did not set baptism as a hindrance to salvation but just the opposite. We so often judge things by human standards, but God is not restrained by our standards.
Speaking in tongues is an initial evidence, or sign, of the baptism of the Holy Spirit. “And they were filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance” — Acts 2:4.
When we believed in the Gospel, and trusted Jesus to save us, that is when we were sealed with the Holy Spirit. If you are a Believer, then the Bible calls you God's temple because God's Spirit dwells in you. As children of God, we literally have the Spirit of God living inside of us.
The Holy Spirit works on the hearts of unbelievers through us to convict and convince them of their sin and of the righteousness of Christ. What is the The Holy Spirit carries out this convicting and convincing ministry to unbelievers through us, through believers, through you and me.
We learn about the first Spirit-filled man in the Bible in Exodus 35:31 - Bezalel who GOD filled with HIS SPIRIT (ruwach), understanding, wisdom and workmanship to work with his hands for God.
Thank you, Jesus. We have salvation through our repentance and belief in you. You assured us, “I will not leave you as orphans.” (John 14:18) Thus, you gave us the promised Holy Spirit. And, we have a growing knowledge of the Father, Son, and Spirit for all eternity.
According to the doctrine of original sin, all people have a sinful nature and thus commit sin, and are thereby spiritually dead. Those who have faith in Jesus Christ are thereafter made spiritually alive. The unbeliever's physical death, subsequent resurrection, and final judgment is followed by the second death.
Besides being kept in the all-powerful hand of the Lord Jesus, Justin, 12, understands the totality of God's forgiveness: "If you are saved, and you really mean it, no sin can turn you from heaven because when God died for you, he died for all your sins, even the ones in the future. You should ask God for forgiveness."
Does God forgive all sins? Yes, He does, and He also expects us to forgive others. God's ultimate example of forgiving us is through Christ's sacrifice because we have been redeemed. This is something we can remember every time doubt arises.
Jesus is telling us that God blesses all through His common grace. More than just blessing the Christian who trusts in Him, God also gives benefits to the unbeliever, the evil, and the unjust as well.

There are six things the Lord hates, seven that are detestable to him: haughty eyes, a lying tongue, hands that shed innocent blood, a heart that devises wicked schemes, feet that are quick to rush into evil, a false witness who pours out lies and a person who stirs up conflict in the community.
Blasphemy of the Holy Spirit is not a careless act committed only once in a moment of rage or rebellion, but a calloused attitude over time; a persistent defiance that hardens and calcifies the heart. The Pharisees had been present when Jesus healed the sick. They saw him perform miracles up close and personal.
You do not need to confess to a pastor, priest, or spiritual leader to be forgiven. You do not need another human mediator, since (by faith) you already have Jesus Christ: “For there is one God, and there is one mediator between God and men, the man Christ Jesus…” (1 Timothy 2:5).
