If you want to be more talkative, it's important to practice good listening and not just wait for your turn to talk. Make eye contact with the person, and use open body language. Nod your head when you agree and focus on the conversation.
Make sure you listen to her answers and make her feel important. Try to know her thinking about the relationships ask her about the commitments, make her feel comfortable and show that you are interested in her talks; ask questions in between the discussion, tell her about yourself, hobbies etc.
