Yes, Angel and Cordelia did get together romantically in the Angel series, sharing intimate moments and acknowledging their love, but their relationship was complicated, often interrupted by supernatural events, and never fully realized as a stable, long-term romance due to Angel's curse and Cordelia's evolving role, culminating in her death and ascension as a higher being, though they remained deeply connected.
However, Angel and Cordelia never had a relationship. Angel fell for Cordy, then Cordy fell for Angel as she became a higher being, she returned with amnesia, then was possessed by Jasmine, before dying. They were never a couple.
