Yes, you can dominate Bruz in Middle-earth: Shadow of War, especially after his mandatory questline where he betrays you, allowing you to recruit him, shame him further, or even make him an Overlord, though he'll keep repeating his nonsensical "I don't want the fort" lines if shamed enough, turning him into a deranged but useful minion.
It is possible to re-dominate him after Shaming him, doing so will allow him to be made Warchief or Overlord. However, it is impossible for him to be sent to the Garrison or another fort. If assigned as a Bodyguard for Talion, he can die. After you shame Brûz he will become deranged.
Bruz only betrayed you because he wanted to become the Overlord of Nurnen, but due to Ratbag's request, you couldn't give him it. (Also the game literally doesn't let you give it to him even after you choose an overlord) Bruz just wanted a Fort of his own.

The beginning just sucks because you don't get your special skill until level 5 and even then most skills that really change things up are hours and hours away while you're stuck with making a number incrimentally go up, so the gameplay is mostly just boring totally normal shooter for a while.
