The Grim Reaper can be moved into a household to get permanent control of him by enabling testingcheatsenabled, shift-clicking on him, and then making him a spouse of the currently selected Sim.
To control the Grim Reaper you can add him to your household if someone else dies. With testingcheatsenabled on, shift+click on the Grim Reaper before he leaves, and click Add to Family.
This can be done by turning testingcheatstrue on in Sims 4 via cheats. Players can then select the 'Add to household' option when holding SHIFT+C and hovering over the Grim Reaper with their cursor. This will add the Reaper to the current household, and allow him to be able to marry any other Sim.
The Sims 4 is known for allowing players to tell whatever stories they want, and this includes the ability to romance the Grim Reaper in the game. While the Grim Reaper functions differently than normal NPCs and has some unique rules, interacting with him isn't too different from interacting with regular Sims.

If both Sims are vampires when they conceive a child, the child is guaranteed to be a vampire too. If only one parent is a vampire, it'll be a coin flip whether the child will be too. If a child is human, they cannot be turned until they hit their Teenage years.
Ghosts in The Sims 4, regardless of age or gender are unable to conceive a baby. There is no "Try for baby" interaction for ghost-ghost or ghost-sim couples.
