It's a close, debatable match: Raven's immense, emotion-fueled dark magic (especially when tapping into her Trigon lineage) offers reality-bending power, but Doctor Strange, as Sorcerer Supreme with prep time and access to powerful artifacts, commands vast cosmic and mystical knowledge, often leading him to victory against powerful foes, though Raven could certainly overwhelm a less prepared Strange with sheer power, making it a toss-up depending on circumstances.
Raven can overpower Strange, but Strange will out think her and will ultimately win by intelligence/cunning over raw power. Facing and overcoming mystical threats magnitudes more powerful than Strange is what he is all about. A bit like Jon Constantine in the DC universe.

While he's powerful enough to wield it if he were worthy, the hammer's magic rejects him, even though he's a genius capable of achieving almost anything else.
