Kizaru uses the Glint-Glint Fruit to become a Light Human. He has powerful beam attacks, deals kicks at the speed of light, with distance no obstacle to battle. He can also use his abilities to fly.
He can sort of fly using Yata no kagami. But there is no indication that he can fly in the traditional sense or knows Geppo which would allow him to jump on air.
Kizaru ate the Pika Pika no Mi, a Logia-type Devil Fruit that allows him to create, control, and transform his body into light. Among other things, he is able to move, travel, and perform kicks at the speed of light, shoot laser beams, and blind his opponents.
Biggest Achievement: Kizaru is considered by many to be the strongest Marine Admiral, which is mainly due to his Pika Pika no Mi. Kizaru's abilities make him a dangerous opponent and not many characters match his speed.
Haki. Like all of the Admirals, Kizaru is capable of using Haki in combat such as Busoshoku Haki to defend against Whitebeard's powerful attack during the Marineford War.
Zoro is a very powerful fighter and he possesses all three types of Haki. Zoro was able to use Conqueror's Haki unknowingly against Kaido. Biggest Feat: With his newfound power, Zoro managed to defeat the right-hand man of Kaido, however, his biggest feat is scarring Kaido.
One of the Marine Admirals, Kizaru, was afraid of Benn when he was pointed at by a gunpoint despite Kizaru having a Logia ability.
Kizaru is likely One Piece's weakest Admiral seen thus far. Despite having the strongest Fruit on paper of the five Admirals seen, he never utilizes it to its fullest potential. While still an Admiral and therefore incredibly strong, he's most definitely the weakest of the bunch.
While it would certainly be a difficult fight, Zoro would most likely be able to defeat Kizaru should the two ever engage in combat again. An elderly Silvers Rayleigh was capable of holding off Kizaru during the Sabaody Archipelago arc.
However, there is a massive difference in the power of a Yonko and a first mate. Shanks would easily wipe the floor with Kizaru.
BORSALINO(KIZARU)Action type：Sky. A Navy HQ Admiral, his real name is Borsalino. A power user who ate the Glint-Glint Fruit, he can move and attack at the speed of light. Normal blows or cutting attacks do not work on him.
Weaknesses: Kizaru cannot swim and becomes immobilized if more than half of his body is covered in water. He must leave his light state to physically attack.

Akainu's skill is, undoubtedly, above that of Kizaru's.
Users who transform into elements that are lighter than air are capable of flight by transforming the lower half of their body. Logia users have also used their abilities to power machines and objects with their elements.
Foxy can only slow something down that fits in the beam, and even if the target is caught, they are only slowed temporarily. This means that Foxy would have to successfully hit Kizaru and use the limited time wisely to defeat him.
akainu the fleet admiral..of course he's stronger than kizaru.. no question of that, even aokiji as level as kizaru got beaten during ts.

The fruit also allows him to move at the speed of light, so it will be very difficult for Kaido to hit him, and he can fire explosive beams of light that can pierce through flesh.

Going by the beast and deadly nature of Kaido, who was dubbed the strongest creature in the world of One Piece, Admirals such as Kizaru would almost certainly struggle against Luffy who defeated Kaido.
Shanks can beat Kizaru, and Kizaru can beat Shanks; both can win depending on the certain circumstances.
8/10 Can: Marco
During the Summit War, Marco clashed against all three of the Admirals on an equal footing. He managed to hurt two of the three, showing that he's indeed capable of fighting and possibly even beating them.

Lucky Roux was first seen in Luffy's past amongst Shanks' crew. He joined in with his crew's fun while they were bragging about a pirate's life in front of Luffy.
Rayleigh tried to see if Kizaru would leave the Straw Hats alone, but Kizaru would not abandon his mission. The Straw Hats immediately started running away, and Kizaru attempted to go after them, but Rayleigh stopped him with a sword.
