If you have already completed your final physical for MEPS, then you'll want to discuss the repercussions with your recruiter if you get a new tattoo that wasn't previously reported. You may risk having to go back to MEPS to have it reported.
You can get a waiver, or you may not need one -- provided that the tattoo is not offensive in any way. Tattoos on the neck above your collar when you wear a regulation shirt, if it can be seen, is disqualifying.

Military Tattoo Waiver
If you want to join a branch that's more strict on tattoo placement but already have one that's not allowed, you may be able to get a tattoo waiver. These are typically only granted when the tattoo in question only breaks size or location rules – not content rules.
Palm-sized tattoo would take from one to three hours to make. Hand sized tattoo can take up to 5 hours to make. Full sleeve tattoo can take 6-10 hours to make. Very large tattoos, such as a back piece, can take up to 30 hours to make.
A tattoo waiver will consist of several clauses that outline the various risks involved in getting a tattoo. By signing the waiver, the client will be acknowledging that they understand and accept these risks, and waive the right to sue over any of those issues.
