Don't be fooled by the wording. You are not buying a license for Office. Instead, you're buying a product key that allows you to download the Office desktop software from Microsoft's website. The software will probably activate and work just like a copy of Office purchased directly from Microsoft.
Office 2021: a perpetual license
You have to ante up the entire purchase price before you get the software. That purchase of a license to legally run the software gives you the right to use that version of Office 2021 in perpetuity.
Microsoft 365 subscription

Users can't access Microsoft 365 apps. Microsoft 365 apps eventually move into a read-only, reduced functionality mode and display Unlicensed Product notifications. You can still sign in and get to the admin center, but can't assign licenses to users.

Transfer Office To Another Computer with Office 365 Subscription. If you've got a Microsoft Office subscription, then it would have been linked to your account. All you need to do is deactivate your Office 365 subscription from your first computer, install it on your new system, and activate the subscription there.
If your PC doesn't meet minimum Windows 11 requirements, you can always continue using Windows 10 Pro which Microsoft promises to support until October 2025. Your ideal Windows experience is incomplete without Office apps.

If you see SUBSCRIPTION EXPIRED in the yellow warning bar, select Reactivate, and then select Buy to renew Office online. If you bought a new, unused Microsoft 365 product key from a retailer, select Enter Key.
When using any of the Microsoft Office desktop applications, you receive "Your subscription has expired" error. This is caused by your Office 365 license change. This happens when you change from being a faculty/staff/student status to an alumni/emeritus status.
