Army Male Hair Regulations
Men must neatly groom their hair. Hair must have a tapered appearance. Hair can not be below the ears and eyebrows or touch the collar.

9 (D)(4). The wearing of a wig or hairpiece by male personnel while in uniform or on duty is prohibited except to cover natural baldness or physical disfiguration caused by accident or medical procedure.
So, it is up to leaders and Soldiers to safeguard their hearing by wearing hearing protection. Hearing protection devices include ear muffs, certain helmets and, most commonly, ear plugs, both the foam and preformed plastic types.
Soldiers do wear ear protection when in the field. Soldiers can choose to wear foam earplugs, Triple-and quad-flange earplugs, tactical earplugs, noise muffs, and TCAPS. TCAPS are the best ear protection device for soldiers and the US Army is using them more often.
Why are soldiers not wearing ear protection during combat? Mainly because it was only recently that reasonably priced, in ear, electronic hearing protection became available. This is what the military issues. It is large and expensive and they have a NRR of 20 dB.
