Freya could only resurrect Elijah because she placed his soul in her pendant. If she failed to do so she wouldn't have been able to. Hope can not use that spell to resurrect Klaus because Klaus isn't in Freya's pendant and circumstances aren't the same. Same with Davina resurrecting people.
