Soldier Boy is so strong because Russian experiments exposed him to extreme radiation, turning him into a living nuclear reactor that allows him to absorb and emit immense energy, granting him super strength, durability, and powerful radiation blasts, effectively making him a walking nuclear bomb with enhanced abilities, especially when emotionally charged.
However, in a fight that simply only allowed hand-to-hand combat, Soldier Boy would gain an edge as he has demonstrated actual fighting skills, compared to Homelander who always relied on his heat vision and immense strength when taking down his opponents, and never actually fought anyone simply using his fists.
