J. K. Rowling stated that the pain from Harry's scar on his forehead was caused by the piece of Voldemort's soul trying to leave his body through the wound it entered to rejoin its master's soul.
In GoF, Voldemort's touch/presence made Harry's head feel like it was splitting open because that part of Voldy's soul was trying to get back to its owner. Voldemort wasn't burned because Harry's blood now ran through his veins. Of course, this ends up helping Harry come back in DH.
When Harry's mom sacrificed herself to protect him, she created a defensive barrier for Harry with her love. Voldemort cannot touch Harry directly because of this magic. He cannot harm Harry at the Dursleys because Lily's blood (Petunia being her sister) gives him protection there.
To begin with, Harry and Voldemort shared two powerful existential , magical bonds: Harry was Voldemort's Horcrux and Voldemort had used Harry's blood to create a body for himself. Eventually, J.K. Rowling revealed to us that the reason Voldemort is unable to feel love is because he was conceived under the influence of a love potion.
Voldemort hugged Draco as an improvisation and it wasn't planned. Even Tom Felton (Draco Malfoy) was caught unaware which increased the effect. In Harry Potter style, it was like a welcome for Draco, but as Voldemort had never known love, he didn't know how to hug him very well. Thats why they had the awkward hug.

He did not love anyone, and did not care to be loved. He felt nothing for his family, and only wanted his friends in school to rally around him because he wanted to hold power over them. Bellatrix Lestrange was obviously in love with him and worshiped him, but he only cared for her servitude, not her.
