After Jesus was born, the first people to see him were the shepherds, who were told by angels about the birth and went to Bethlehem to find the baby, followed later by the Magi (Wise Men) from the East who followed a star, and then Simeon and Anna at the Temple when Mary and Joseph presented him, all according to biblical accounts in Luke and Matthew.
The shepherds, according to Luke, seek out Jesus on the night He was born (2:11, 15). The wise men, unlike their counterparts in our nativity scenes, don't arrive until sometime later. It's been suggested that they came to Bethlehem some two years after Jesus was born.
