The Dutch Cheek Kiss
In the Netherlands it is considered quite normal for Dutch people to greet each other with three kisses on the cheek. It is also custom to do the same again when saying good bye. It's just a friendly way of saying hello and farewell. It's not limited to the Dutch either.
The Netherlands, along with Belgium and Switzerland, have adopted this tradition for many years from the French. There is no specific reason behind the Dutch kiss. Till 1980 Dutch people used to kiss only twice, but slowly this changed to three times.
Dutch greetings (not corona time)
Normally, when we meet someone for the first time or in business situations, we give a short firm handshake with our right hand. In informal, more personal situations, women kiss each other and men on the cheek three times (right-left-right).
The practice of giving someone three kisses on the cheek as a greeting does not date from very long ago. It is said that the kissing ritual was introduced to the Netherlands in the 1980s. The tradition is thought to have spread from a surrounding country, presumably from France.
