It is important to note that both texts make reference to an elder being the “husband of one wife,” implying that only men are to serve in these roles. The verses plainly state that women are not to “teach or hold authority over a man.” Teaching is a very important aspect of the role of an elder and pastor.
When we look at the qualifications for an overseer (1st Timothy 3:1-7, Titus 1:5-9), there are several indicators that the office is reserved for men only. First, the overseer must be “the husband of one wife.” Women can't be husbands.
The Word of God proclaims, “A woman should learn in quietness and full submission. I do not permit a woman to teach or to have authority over a man; she must be silent” (1 Timothy 2:11-12).
Women did tasks as important as those of men, managed their households, and were equals in daily life, but all public decisions were made by men. Men had specific obligations they were required to perform for their wives including the provision of clothing, food, and sexual relations.

Biblical Femininity is Priceless and Rare
In Proverbs 31 we see character and integrity. A woman of honor, integrity, and virtue is priceless and rare. If you're a single man, you have the two most important decisions in your life: the Lord you serve and the Lady you marry.
Females were highly respected and seen as spiritual equals. The respect for women is highlighted in Galatians 3:28 where it was stated that “there is neither Jew nor Greek, slave nor free, male nor female, for you are all one in Christ Jesus”.
Reading through Scripture, a few passages stand out that directly speak to the role of women in the church: 1 Corinthians 11:3-12, 14:34-35, 1 Timothy 2:11-15 and Titus 1, 2. These passages are the foundation for the conclusion that women cannot be lead pastors in churches.
