Sir William in Diablo 3 is extremely rare, with spawn rates estimated around 0.5% to 1%, often taking hundreds of runs (200-300+) to find, though some players get lucky much sooner; he's a super-unique bear in the secret Whimsyshire level, dropping a rainbow portrait frame and requiring patience and repeated runs.
Sir William is a Super-unique monster that corresponds to Princess Lilian from Whimsydale. The spawn rate for Sir William in Whismyshire is also at around 0.5 - 1%. You have to remember, he will only spawn in Whimsyshire, while Lilian can only be found in Whimsydale.
The most rare legendary in Diablo 3 is The Star of Azkaranth, an amulet that gives Immunity against Fire Damage, but it is by for not the best amulet that you can find.

Princess Lilian, Divine Gifts, is a Unique Unicorn found in Whimsydale (only Whimsydale, NOT in Whimsyshire in Act I) of Diablo III. In combat, she has Arcane Enchanted, Illusionist, and Electrified affixes. Princess Lillian has a 1% spawn rate in Whimsydale, but if she appears, she drops Cosmic Wings on death.
Prime Evil Wings are an aesthetic wing set for Diablo III, available for players who logged in during the Destruction event starting at June 29, 2020 (the 20th anniversary of Diablo II). Only one set of Wings can be equipped at a time, and these will be visible even on character selection screen.
