Yes, Centrelink can backpay Child Care Subsidy (CCS), but only for a maximum of 28 days before the date you submit your claim, not from when your child first started care or when you became eligible. You must claim and get approved before the 28-day window closes to receive payments for that earlier period, otherwise, you miss out on subsidies for sessions before the claim was lodged.
If a parent/carer applies for the CCS after a child starts, payment can only be back-dated for up to 28 days before the claim was made so the sooner the process is started the better.

The Australian $5,000 Baby Bonus ended on March 1, 2014, when it was abolished and replaced with changes to Family Tax Benefit (FTB) for eligible families, although it was reduced to $3,000 for subsequent children in July 2013 before being removed entirely. This meant that babies born on or after March 1, 2014, no longer qualified for the payment.
The date we start paying you from is usually the date you lodge your claim or your study start date. There are also situations when you get paid from a different date.

The subsidy amount is calculated based on the type of child care service used, the family's combined household income, and the amount of 'Activity Hours' (work, study, etc.) conducted by the family. Annual caps on the subsidy amount vary depending on the family's income.
So how long does child care subsidy take to process? Once you've submitted your CCS claim, it will be assessed within 28 days. You'll then be provided with an assessment notice detailing the outcome of your claim.
Maximum rate for FTB Part A for each (fortnightly payment):
$222.04 for a child 0 to 12 years. $288.82 for a child 13 to 15 years. $288.82 for a child 16 to 19 years who meets the study requirements $71.26 for a child 0 to 19 years in an approved care organisation.
Essentially, 'balancing account' is a processing status used by the ATO once your tax return is lodged and in their hands, before the results, so to speak, are returned to you.
Refund Sent – We sent the refund to your bank or to you in the mail. It may take 5 days for it to show in your bank account or several weeks for your check to arrive in the mail.
Those rules state that the ATO can hold on to your refund for up to 90 days while they contact you, asking for your bank details. If you give them your bank details — or your accountant's — the ATO will transfer your refund into that account.
