Once Elsa “lets go” of her hairstyle and puts it into her signature braid, we can see that she immediately feels more comfortable with herself. This change of hairstyle symbolizes Elsa's control of her life and acceptance of her powers.
Actually, this was completely intentional. By phasing Elsa's hair through her shoulder, she has a more fluid and smoother motion in this scene while she's singing. The animators even draw your eye to other parts of her while this happens, and has her facing side-on, so it's much less noticeable.
Elsa's Hair Symbolizes Her Character Journey
Her hair highlights her desire to please her parents and fill her mothers' shoes. However, as Elsa comes into her own, she begins wearing her hair differently. Once Elsa pulls her hair into a braid, it's clear she's become more accepting of herself.
As a child, Elsa wears her hair in a braid, which symbolizes her carefree, happy, and playful demeanor. After harming and being separated from Anna, she is taught by her father to conceal her powers.
What sets Elsa apart from the mass array of Disney princesses is her inner battle with mental illness, anxiety and depression. In Frozen II, Elsa is the only person who can hear a voice but everyone couldn't.

History. After Elsa accidentally hit Anna with her magic they were separated for fear of another incident. However, this fear was what caused Elsa's lack of control over her powers; when she unintentionally froze a window sill in her bedroom King Agnarr gave Elsa a pair of gloves to control her magic.
While the voice was calling Elsa to reveal her past to her, it was ultimately revealed that Queen Iduna (Evan Rachel Wood) - Elsa's mother - had a lot to explain as well. This, coupled with the reveal that the call was Iduna all along, means Elsa was hearing the voice of her long-lost mother.

Elsa's Mother Already Comes From A Magical Background
One of the memories Elsa is shown in Ahtohallan is of Queen Iduna interacting with the air spirit as a child. Frozen 2 doesn't confirm Iduna's magical powers, but makes a pointed effort to highlight her magical background.

Continuing the family theme, Rapunzel and Eugene are very clearly seen arriving at Elsa's coronation in Frozen.
After Iduna (Evan Rachel Wood), a member of the Northuldra tribe, rescues Agnarr (Alfred Molina), the son of King Runeard, during a battle between the Arendellians and the Northuldra people, the four elemental spirits gift their daughter Elsa with ice magic as a reward for Iduna's selfless act.
As for whether Elsa and Anna are white … the Northuldra are modeled on the Sami, an indigenous people scattered across northern Scandinavia and northwestern Russia who have faced a great deal of discrimination, but there's a lot of disagreement about the genetic and linguistic origins of Sami to this day.
