Angel was written out of Buffy and into his own spin-off series because Joss Whedon saw the character's potential for a darker, more mature show about redemption in Los Angeles, moving beyond Buffy's high school focus and allowing both shows to explore different themes, with Angel's storyline culminating in his departure at the end of Season 3 of Buffy. Whedon says his "character outgrown the show" so he needed a spinoff. I sort of agree as Buffy being his motivation was a bit crippling for him to get his own character moments. Angelus was the best thing they did with him and returning Angel couldn't compete.
