Jumping is a natural behavior for dogs. Dogs will typically jump when they want your attention or if they want something you have, like a toy or a treat. If your dog thinks you have something he must have, he may jump on you and bite to get what he wants. Dogs will also jump out of excitement when meeting somebody new.
The nipping and biting is simply an extension of their over excitement. The good news is that jumping is easy to change. In my experience some techniques do not work. Pushing a dog down and yelling will actually make a dog more excited as they think you have started a game.
If your dog jumps on people and nips them when they get excited, they need to learn the “No” command. Say “No” in a firm tone (but don't yell), and if your dog stops the problematic behavior, reward them with a treat or praise. If your dog gets too excited, having them learn commands can help stop the nipping.
Nearly all nipping is your puppy's way of getting your attention and trying to engage you in play. If you ever watch puppies or dogs play, you'll notice that most of them naturally “play fight.” They chase, tackle, wrestle, and chew on each other.
Generally, dogs that nip when they're excited are high arousal. This is a shorthand way of saying that these dogs are easily over-excited by things. These dogs often react with barking, spinning, and — you guessed it — nipping.
Calmly remove your dog from the situation.
No scolding, no yelling, and no physical punishment. Gently take hold of her collar, lead her to a quiet room away from the action, and leave her there with a bowl of water and a chew toy.
The signs of a dominant and aggressive dog include staring; excessive low-range barking; snarling; growling and snapping; standing tall; holding ears erect; and/or carrying tail high and moving it stiffly from side to side. However, beware, often a dominant aggressive dog will give no sign before biting.
The instant you feel your puppy's teeth touch you, give a high-pitched yelp. Then immediately walk away from him. Ignore him for 30 to 60 seconds. If your puppy follows you or continues to bite and nip at you, leave the room for 30 to 60 seconds.

Lastly, never punish your dog for aggression. Dogs don't understand punishment and thus are more likely to act out or act more aggressive when punishment is used. Instead, the best way to train away aggressive behavior is to reward good behavior.
Excited/arousal biting is an impulse that some dogs have to use their mouths inappropriately when they are in a high state of excitement. Reactive behaviors usually crop up in adolescence around 6 to 18 months of age and tend to get worse as the dog reaches social maturity around 2 or 3 years of age. Your pup will not “grow out of” this behavior. Seek help as soon as you notice an issue.

Dogs experiencing a panic attack will generally be trembling, with wide eyes, and a stiff posture. They're likely to be drooling, panting, and barking or howling. Pacing, destructiveness, or attempts to escape are also common. They may also urinate or defecate involuntarily.
One way to stop a puppy from biting is to say “no” while holding his mouth/muzzle closed for a second, followed by ignoring the puppy. Holding the puppy's mouth helps to get the point across – “don't bite” – for some puppies.
