Goku is already a master of many abilities and operates at a much higher level than Luffy at his most powerful. While Luffy's Gear Fifth abilities are indeed impressive, they are not equal to Son Goku's mastery.
Goku is one of the strongest characters not just in Dragon Ball, but within the entire anime world. Luffy's biggest mistake would be to get on the wrong side of Goku. There isn't any competition and even if Luffy got over a hundred attempts to beat Goku, he would still be unsuccessful.

Indeed, Goku has been beaten countless times, and it's usually actually a tradition to have him lose against an arc villain before training and getting powerful enough to defeat our villain once and for all.
Goku didn't break his limiter. He keeps breaking his limit so he doesn't exactly have an established limit due to his saiyan biology but Saitama doesn't have a 'limiter' at all.
