Following the events of Totto-Land, Luffy is widely recognized as the "Fifth Emperor" among the Four Emperor, but he wasn't an official Emperor yet. After Kaido and Big Mom's downfalls, Luffy was chosen as suitable replacement to become a member of the Four Emperors.
After the drama of the Wano Arc, One Piece used the introduction of its two new Yonko, Luffy and Buggy, to go back to its comedy roots.
Then, after the respective defeats of both Kaidou and Big Mom at the end of the Raid on Onigashima, Luffy and Buggy were publicized as new Emperors to replace them.
The newest additions to the ranks of the Yonko are Monkey D. Luffy and Buggy. Fans have followed Luffy's journey from the very beginning of the story and over the years, he's become an incredibly powerful pirate.

Luffy Is Already Considered A Yonko. The Captain of the Strawhat Pirates, Monkey D. Luffy is inching closer to the top every day, and it helps that he possesses the surprisingly powerful Gum-Gum Fruit. Having already been declared as the Fifth Yonko of the Sea, Luffy is closer to the spot than anyone else in One Piece.
Jack is one of the three right-hand men of Kaido, the strongest Yonko of them all, and an incredibly powerful pirate. He has a bounty of 1 billion berries on his head. With the power of the Zou Zou no Mi, Model: Mammoth, Jack was able to fight Inuarashi and Nekomamushi for 5 days.
This achievement makes Zoro comparable to Oden, possibly even stronger than the legendary samurai. Admittedly, Zoro's maximum power output when he goes all-out combining Nine Sword Style and King of Hell Style should grant him a Yonko-level peak.
The end of One Piece's "Wano" arc saw Charlotte Linlin, Captain of the Big Mom Pirates, defeated by Eustass Kid and Trafalgar Law. Her fall -- along with Kaido's defeat -- opened a vacuum of power that was quickly filled by Monkey D. Luffy and Buggy the Clown, respectively.
It is likelier that Kaido and Big Mom are alive, however, in a very bad physical condition.
Yamato is most likely to be the one who will join the future Pirate King Luffy. We thought she will become a member by the end of the Wano arc, but unfortunately, she decided to stay to help Momonosuke and the others raise Wano back to glory again. Moreover, she still needs the blessing of the Straw Hat's captain.

What Role Elbaf Will Play In The Story. In case the Straw Hat Pirates do head to Elbaf after Wano, the story is likely going to focus heavily on characters like Shanks, Usopp, and possibly even Nami. Of course, Luffy will be at the center of the arc, as always.
Ben Beckman is, by far, the most important member of the crew following Shanks. This is simply down to the fact that he is officially recognized as the Vice Captain of the crew.
Kaido. Kaido of the Beasts aka the world's strongest creature was the strongest Yonko among the previous generation of emperors. He had a whopping 4,611,100,000 Berries bounty on his head, which was the third-highest bounty of all time (only next to Roger and Whitebeard).
Kong is introduced into the series as a Yonko and Pirate Captain of the Wukong Pirates.
He was also dubbed as "Sun God" Nika by the Five Elders. Due to his age, Luffy is currently the youngest member among the Four Emperors. His current bounty is 3,000,000,000 berries.

But shortly after that, Luffy managed to bring down two emperors of the sea — Kaido and Big Mom — with help from Law and Kid. With the awakening of his devil fruit and emerging as the winner by defeating an emperor, Luffy was officially considered an Emperor now replacing Kaido.
9 Would Never Join: Caesar Clown
Caesar is one of the most despicable characters in the world of One Piece, having experimented on children and killed thousands with his chemical weapons. While he does have some interesting moments, he certainly doesn't fit the description of a Straw Hat.
