While other people in that scene appeared only in her memories, she actually heard her mother's voice singing to her. The only explanation for this is that Iduna was previously the fifth spirit, and thus her spirit still lies within Atohallan.

The Spirits of the Enchanted Forest, also known as the Elements, are five elemental beings prominent in Disney's 2019 animated feature film, Frozen II. Existing as mythical creatures that harness the magic of nature, these elements include water, fire, wind, earth, and a fifth spirit that bridges magic and humanity.
Just as the spirits punished the soldiers of Northuldra and Arendelle for fighting by wrapping the forest in a magical mist, so too did they reward Iduna and Agnarr's bridging of the divide by giving their daughter powers, imbuing her with the fifth spirit that connects the other four: air, earth, fire, and water.

In Frozen 2, Elsa dies and comes back to life, revealing not only is she the fifth spirit - alongside water, earth, air, and fire - but is immortal. With Frozen 2 digging into her origins and putting her through a transformation, Elsa is now immortal, taking her place as more of a spirit than a person.
Elsa's Mother Already Comes From A Magical Background
One of the memories Elsa is shown in Ahtohallan is of Queen Iduna interacting with the air spirit as a child. Frozen 2 doesn't confirm Iduna's magical powers, but makes a pointed effort to highlight her magical background.
When they showed what was finished of the film to a Story Trust group several months prior to release, many were still confused about who the voice was supposed to belong to. It was after that the decision was made to fully commit to the voice calling to Elsa being that of her mother, Iduna.
In Disney+'s Into the Unknown: Making of Frozen 2 co-director Jennifer Lee confirms the voice is Elsa's mother Iduna (Evan Rachel Wood) who she sees as she reaches Ahtohallan in the ice.
