Harry and Draco were pretty much neck-and-neck when it comes to dueling and wand-related stuff. It was only until Harry got a hold of Snape's diary and channeled his Slytherin tendencies that he was able to win against Malfoy. As a result, he nearly killed Malfoy in The Half-Blood Prince.
In terms of magical ability, Hermione has an advantage due to how easily she can pick up new spells. Otherwise, they seem to be roughly the same in terms of raw magical power.

The power you are born with is the power you keep. Hermione, however, is one of the few characters who achieves great skill mostly through hard work. She edges out many other strong characters in Harry Potter due to her prodigious work ethic, friendship, and ability to get even more powerful overtime.
Because of his son, the Dark Lord Voldemort, Tom Riddle Senior is nearly the most powerful muggle in the Harry Potter franchise. Not only is he powerful because of his son, but he's also powerful because of the affluence, money, and power he inherited from his parents.
Hermione was good at defensive spells and charms, but she was once caught and hurt by Bellatrix, which should be enough to suggest she couldn't defeat the evil witch in a duel.
