The Chidori is
The Chidori was created by Kakashi Hatake after he failed to apply his lightning-nature to the Rasengan. He intended for the Chidori to be a weapon used only to protect friends and loved ones.
Chidori is a very popular attack that has been used many times throughout the series. It was created by Kakashi Hatake when he was still a kid.
The original jutsu, Chidori, was taught to Sasuke by Kakashi Hatake shortly before his fight against Gaara of the Desert. To use this jutsu, Sasuke collects chakra in his palm and then applies lightning release to it, making it visible and giving off a chirping sound.

Kakashi developed the Chidori quite by accident while attempting to perfect Minato Namikaze's Rasengan.
Use The Chidori
This technique is as powerful as it is versatile, and easily one of the coolest jutsu in the series. Itachi doesn't have anything close to this attack, by any measure.
Sasuke Uchiha is the strongest known lightning style user in the Naruto series. Like Kakashi, his go-to Jutsu is the Chidori.
Minato Namikaze
Also renowned as the Yellow Flash, Minato created the Rasengan at some point in his life.
