While "kindest" is subjective, figures like the Good Samaritan, Mary (mother of Jesus), Ruth, and David (especially towards Mephibosheth) exemplify biblical kindness through compassion, selflessness, loyalty, and forgiveness, often acting with empathy for those in need, even strangers, demonstrating grace and care beyond duty.
The answer, of course, is the Good Samaritan. Jesus told this story as an example of what it means to be kind to others, even those we don't know who need our help. The Samaritan had compassion for the hurting man and maybe it was because he recognized it could have been him who had been robbed.
The only two people in the Bible who were described as “gentle” were Jesus and Moses. Even though Moses was gentle, we all know that Moses early on had an “anger management” problem. We see God do amazing work in Moses while in the desert.

Rebekah was the wife of Isaac and the mother of twin sons, Esau and Jacob. Rebekah's story is intricately linked with God's divine plan for the lineage of Abraham. Notably, she was chosen as Isaac's wife after a servant of Abraham prayed for guidance, and she showed kindness by offering water to him and his camels.
For instance, Jacob is described as a “quiet man” (Gen 25:27), while his brother, Esau, was a “skillful hunter” (Gen 25:27). Scripture tells us that Moses was “slow of speech” (Ex 4:10), which is a characteristic of introverts, who tend to process ideas before they speak.
Unloved wife
Sometimes women suffer from feeling unloved. Sometimes they are victims of unhappy marriages through no fault of their own. But God was aware of this unfortunate situation, and He had compassion on Leah. “When the LORD saw that Leah was unloved, He opened her womb; but Rachel was barren” (Genesis 29:31).
In Ruth's Bible story, Boaz also proved to be a compassionate Bible character. He instructed the workers in his field to leave grain for Ruth to pick up. This provided Ruth with the food she needed to survive. This is an example of compassion and sharing acts of kindness with the needy.
“Do unto others as you would have them do unto you.” This seems the most familiar version of the golden rule, highlighting its helpful and proactive gold standard.

Timothy, Barnabas and Abraham were men that did many wonderful things for God. Though phlegmatics by nature are extremely slow to become involved, these three put God first and then did many deeds in his name. This is a lesson for all phlegmatics. God wants all his children to be willing and eager workers for him.
Martha was “anxious and troubled about many things” (Luke 10:41). Even the Apostle Paul experienced anxiety (2 Cor. 11:28).
