Black people are significantly overrepresented in the UK's homeless population, making up a much higher percentage of those experiencing homelessness and living in temporary accommodation than their share of the general population, with figures showing Black households at over 10% of statutory homelessness cases in England (vs. 4% of the population) and even higher in London, with recent data showing Black individuals forming a majority of rough sleepers in London, highlighting systemic issues.
In England the highest risk of homelessness is experienced by people from Black and Mixed ethnic groups. Asian people in England are more likely to experience 'hidden homelessness', such as living in over-crowded housing or 'doubling up' with other households.

Among the nation's racial and ethnic groups, Black Americans have the highest rate of homelessness. Fifty-four out of every 10,000 Black people in the United States were homeless during the 2018 point-in-time count.
Caribbean and African households are often poorer than white households, but Pakistanis and Bangladeshis are easily the poorest groups in Britain, and depend very heavily on means-tested benefits.
Homelessness in England, Scotland and Wales (as well as Northern Ireland) is typically measured separately but recent analysis by the FT found that one in every 200 households in the UK is experiencing homelessness.
The highest rates for lifetime literal homelessness were found in the UK (7.7%) and United States (6.2%), with the lowest rate in Germany (2.4%), and intermediate rates in Italy (4.0%) and Belgium (3.4%).
A two-penny hangover is not the description of a very cheap night out, nor is it the amount it would cost you to get drunk in Victorian England. It is actually somewhere you could go to sleep if you were one of the thousands of homeless and destitute living in the country's main cities at the time.

RACE AND HOMELESSNESS RISK
Black people are at greatest risk of homelessness in the United States. Based on HUD's official estimates, Black people are 13 percent of the total U.S. population, 22 percent of those in poverty, and more than 40 percent of people experiencing homelessness (Henry et al. 2021).
It happens because there are not enough good quality, truly affordable homes available for people on the lowest incomes. The reasons for homelessness include poverty, systemic inequality and discrimination, and incomes that are failing to keep up with rapidly rising rents and the cost of living.
African Americans make up 13 percent of the general population, but more than 40 percent of the homeless population. Similarly, American Indians/Alaska Natives, Native Hawaiians and Pacific Islanders, and people who identify as two or more races make up a disproportionate share of the homeless population.
And London stands out as a city where the rates of homelessness are very high. Our analysis found that there are 202,587 people who are homeless in London. This is the equivalent of 1 in 45 people and means that London accounts for over half of the total homeless population across England.
Cities across the UK regions with high White British populations included Swansea (91.5%), Kingston Upon Hull (89.7%), Plymouth (92.2%), Darlington (93.7%), Belfast (96.4% – NI classification "white"), Norwich (84.7%), Liverpool (84.8%) and Chelmsford (90.0%).
