Rue is the District 11 female tribute in the 74th Hunger Games. She was the youngest of all the tributes in the Games, at just 12 years old. She scored a 7 in her private session which was unusually high for such a young tribute and survived the initial bloodbath.
Rue's mutt was one of the creatures that appeared at the end of the 74th Hunger Games. It was described as the smallest of the wolf-mutts with a curly dark brown coat. It also wore a woven collar made of plant fibers and straw. Rue's district number, 11, was woven into the collar as well.
Katniss, who believes the Gamemakers will punish her by giving her a low score, is surprised to see that she's earned an 11. Haymitch explains that the Gamemakers must have liked her temper.
Katniss wreaths Rue's face with flowers and presses the three middle fingers of her left hand against her lips, saying goodbye to Rue. She decides that she will make the Careers pay for Rue's death and gathers her supplies to move on through the woods.
Peeta painted Rue's picture to hold the Gamemakers responsible for her death. Seneca Crane was the previous Head Gamemaker, who was executed for allowing two victors.
On the show Euphoria, Rue is so depressed that she can't get out of bed to go to the bathroom. Depression can definitely cause a lack of motivation and changes in energy levels, causing some people to do destructive things towards their health.
Rue doesn't make it to the toilet.
Of course, it's about something much deeper than that, but it's symbolized by the point she gets to wherein her bladder might burst. She is in a deep depression over her relationship with Jules, and in general, the circumstances of her life at the moment.
Katniss is rendered deaf in one ear after she blows up the Careers' supplies, and she doesn't regain any hearing on her left side until afterwards when the Capitol gives her a hearing aid.
Trivia. Effie is apart of 2 of The 13 Patriarch Families of the Capitol, since she was the mother of Euphemia Trinket, (a part of the Trinket Family), and is the niece of P. Coremus Snow, the leader of the Snow Family starting from 50 ADD to 76 ADD.
The first and only tributes who received a 12 were Katniss Everdeen and Peeta Mellark in the 75th Hunger Games, but it is implied that they received this score primarily to make them targets to the rest of the tributes. Due to Katniss' abilities, it is also implied that her score of 12 is otherwise justifiable.
Haymitch is the victor of the 50th Hunger Games, better known as the second quarter quell.

Even though the two were now allies, they still distrust each other. During the escape from the arena at the end of the 75th Hunger Games, Johanna 'attacked' Katniss for the purpose of removing a tracking device from her arm, then lead Brutus and Enobaria, the District 2 tributes, away from Katniss.
