It's debatable, but many fans lean towards Tengen being smarter (higher IQ/tactics) due to his "Musical Score" ability and experience, while Rengoku is generally seen as having stronger raw power and spirit, though Tengen himself acknowledged Rengoku's superiority in protecting people. Rengoku's Flame Breathing is more direct and powerful, but Tengen's strategic mind and experience against upper ranks (like Gyutaro) give him an edge in complex fights, even if Rengoku's power is greater.
Rengoku was the stronger Hashira overall. Even Tengen himself said Rengoku was the superior warrior. Rengoku had higher base strength, better durability, and unmatched resolve, he stood toe-to-toe with a stronger Upper Moon than the one Tengen faced.
So can Tengan and rengoku together win against akaza, not likely. They would both die to akaza and I hate to say it but it's true, neither one or both could stand against azaka. They would loss simply because how Akaza's blood demon art works.

Hinatsuru came from a ninja family whose rank was second only to the Uzui family. At some point of her life, Hinatsuru married Tengen Uzui, along with Suma and Makio. After the four left the ninja clan, they journeyed to see Kagaya Ubuyashiki in order to fight as a part of the Demon Slayer Corps.
