Yes, others are considered stronger or comparable to Dumbledore, primarily Lord Voldemort, who was his equal in raw power but lacked wisdom, and Gellert Grindelwald, who was arguably as powerful or even stronger in his youth, plus legendary figures like Merlin and the Peverell brothers from ancient times are thought to rival or surpass him, while modern rivals like Credence Barebone (as an Obscurus) showed immense uncontrolled force.
Pretty sure Voldemort. A lot of the fan consensus is that he was immensely weakened during his battle with Dumbledore in the ministry due to the creation AND destruction of horcruxes before then and he still kept Dumbledore on his toes. If we take it from there, Voldemort would have beaten him handily.
Although both wizards were clearly highly skilled and very powerful, it is Dumbledore's unrivalled raw magical power, as well as his intellect and elemental power, that would secure him the victory I believe.
Merlin died Centuries before Dumbledore was even born. Merlin is more raw power.
Gandalf the White had more power but was still in a frail human shell. Dumbledore could easily kill Gandalf the grey or white, but death isn't permanent for Maiar. Dumbledore would stand no chance against Gandalf in his true Maiar form.
In order to conjure the avada kedavra curse, you have to want to kill your victim. We all know that Voldemort could easily kill a child without an ounce of remorse... but not Snape. Snape didn't want to kill Dumbledore, and this was why the spell was blue instead of the usual green.
The reason Voldemort is scared of Dumbledore is because he is a powerful wizard, but he also knows all there is to know about him, his past, family and weaknesses. It's not just magical power, but as we all know, “knowledge is power” which most other wizards haven't got, including Harry.
The movie made their fight seem more balanced for dramatic effect, but if Dumbledore had gone all out, Voldemort would have fallen right there. Grindelwald, on the other hand, was not only powerful but also profoundly intelligent — considered Dumbledore's intellectual equal, something Voldemort never was.
