It's a process of testing these inner promptings against the Bible and feeling a heart alignment, leading to a desire for holiness and away from sin, even if it's uncomfortable.
The more we grow in Christ, the better we'll become at discerning the voice of the Holy Spirit. A sure sign God is speaking to us is that the words we're “hearing” in our hearts come directly from the Bible.
The sensations or feelings associated with the Holy Spirit can be diverse. Some people may experience a deep sense of peace, a warmth in their hearts, or a profound joy. Others may feel a rush of chills, a tingling sensation, or an overwhelming sense of awe and reverence.
You can become familiar with the Holy Spirit's voice through observation of thoughts that do not come from the intellect. In this case your thoughts would not derive from you trying to think and meditate on something. Instead, the Holy Spirit's voice will spontaneously flow from your spirit out of nowhere.
The nine gifts of the Spirit are a word of wisdom, word of knowledge, discerning of spirits, faith, miracles, healing, tongues, interpretation, and prophecy. A word of wisdom is an understanding of what is true or right, especially in decision making. The Holy Spirit gives you wisdom to apply to each scenario.
Signs of the Holy Spirit is wisdom, understanding, counsel, fortitude, knowledge, piety, and fear of the Lord. The ability and desire to be obedient to Gods words. If you are indulging in sin the the Holy Ghost is not there because he can not dwell in an unclean temple.
You distinguish the voice of the Holy Spirit by the amount of truth(the word) in your spirit. If it's not truth, it's not God, for God is the Spirit of truth. The more of his word in your Spirit, the more his thoughts sync with yours. You can naturally begin to differentiate his voice from this point.

For some people, feeling the Holy Spirit can be a physical sensation, as our bodies are designed to respond to God's presence. When the Holy Spirit enters a Christian's life, they may feel a sense of: Warmth and embrace. Tingling and electricity.
“Now when they bring you to the synagogues and magistrates and authorities, do not worry about how or what you should answer, or what you should say. For the Holy Spirit will teach you in that very hour what you ought to say.” Luke 12:11-12 NKJV.

God doesn't just “speak to your mind” there are 3 main ways He speaks to us. The first and most obvious one is His word. The second way is often through other people. The final way is through our worship, specifically through prayer, fasting, and actual worship.
An inability to feel the Spirit, or a general feeling of apathy or numbness, is often a symptom of poor mental health. God has not forsaken you. Consider for a moment that the Spirit may be communicating with you in a different way than you have experienced before.
The seven gifts of the Holy Spirit are an enumeration of seven spiritual gifts first found in the book of Isaiah, and much commented upon by patristic authors. They are: wisdom, understanding, counsel, fortitude, knowledge, piety, and fear of the Lord.
The Holy Spirit brings us joy, peace, hope and love

As you undertake this opportunity, will you be “doing to others as you would have them to do to you”? If not, this is no opportunity from God. Satan is behind it. God won't send you on a mission that doesn't in some way bless, encourage or uplift others.
He speaks through Scripture, but he may also speak to you through an interrupting thought, an impression, a sense of peace, or another person's words or actions. Each time the Holy Spirit speaks to us, we are reminded of the amazing news that God is near.
Transformation of Character (Fruits of the Spirit) Love, joy, peace, patience, kindness, goodness, faithfulness, gentleness, and self-control—these are signs the Holy Spirit is working in your life. While no one is perfect, a Spirit-filled life is marked by growth in these areas.
(1) Speaking in tongues - always as evidence of receiving the Holy Spirit baptism/filling. This is universally "the initial evidence" that a believer has been baptized with the Holy Spirit. The identical evidence of tongues occurred also in Acts 10:44-46 and Acts 19:1-6 when believers were filled with the Holy Spirit.
