To receive the Holy Spirit, Christians believe you must first accept Jesus Christ as your Savior, which happens at salvation, leading to the Spirit's indwelling; then, you continue to be filled and empowered by actively seeking Him through prayer, reading Scripture, repentance, baptism, and living a life of faith and obedience, asking for His presence and gifts like speaking in tongues. The only thing necessary to receive the Holy Spirit is that you must have accepted Jesus as your Lord and Savior. Once you've confessed Jesus as your Savior, God gives you the Holy Spirit (Ephesians 1:13). You don't have to be a certain denomination, or be a pastor or evangelist to receive the Holy Spirit.
