To enable PiP on YouTube for iPhone, you need to turn it on in both your iPhone's Settings > General > Picture in Picture and the YouTube app's settings (Profile > Settings > Playback > Picture-in-picture) and have iOS 15+; a YouTube Premium subscription is required in some regions, but not the US (except for music content).
You just need to turn off Picture in Picture on both the app and in your settings. You'll find it on YouTube, go to settings, general, turn Picture in Picture off and back on. Same thing for phone settings. If you have iPhone, go to settings, search Picture in Picture, turn off and back on. That worked for me.
