The reason you can see their picture is because you're not blocked by them. As long as you're not blocked by them and their profile picture status is set to “everyone” instead of 'only my contacts' you can see their picture. As you've blocked them they cannot see your profile picture nor text or call you.
If you send a text and you can see a grey tick, you should be very sure that you have been blocked. Thus, if you have been blocked, you will no longer send texts, nor can you view their profile picture.
