Yes, theologically, God is seen as having the power to soften a hardened heart, often described as a divine miracle where He replaces a "heart of stone" with a "heart of flesh" (Ezekiel 36:26) through spiritual rebirth and the work of His Spirit, though this is often understood in a paradox where individuals also must respond and seek Him, making it a cooperative, though God-initiated, process.
