Yes. You can bring your mobile phone with you, but be aware that you will only be allowed to use the phone at certain times and cannot receive or make calls during training hours. I wear contact lenses.
The military cannot confiscate private property without probable cause or a warrant. This would be a violation of the Soldier's Fourth Amendment rights. The NCO can order the Soldiers not turn on their phones during duty hours or to not have their phones out during duty hours, except for an emergency.

According to AFI 36-2903, you can not walk, talk and text in uniform unless you are performing official duties, there is an emergency, or in other extreme situations.

The Army Holiday Block Leave is 10 days
